May I refer to your

official despatch No. 31 of the

12th August 1948 regarding the

denial claims, as the subject

appears to have become somewhat

unnecessarily complicated as a

result of Allen's proposals

following his investigation into

the local claims. We fully

appreciate that Allen put forward

his proposals with the best of

intentions of reaching a compromise solution of this thorny problem, but unfortunately the proposals

have complicated the issue.

Perhaps I may first of all

briefly summarise the history of

this problem. The claims in

question were referred to in para. 14
